In addition to the cases filed on behalf of Citizens for Sunshine, attorney Andrea Mogensen and paralegal Michael Barfield have been involved in several public-records suits against Sarasota.

In all, the cases have cost the city more than $418,000, most of which was spent in defense of public-records cases, with the majority paid to the City Attorney's Office.

In August 2012, a court ordered the city to turn over video evidence of a police officer beating a man at a downtown Sarasota nightclub.

The city paid $28,081 to Mogensen and $31,069 to the City Attorney's Office.

Later, the city litigated over release of a second video of the police beating, paying $26,546 to attorney Thomas Shults for representing the city and $5,758 to the City Attorney's Office.

In 2012, Barfield sued the city and two members of the Downtown Improvement District to obtain emails involving DID business.

The city paid $8,437 in attorneys' fees to settle the case.

The pair have made names for themselves in Florida, and, apart from their work with Citizens for Sunshine, have filed more than a dozen complaints against the city of Sarasota over public records, civil rights and the alleged wrongful arrests of homeless people.

They put their money where their mouth is, said Barbara Petersen, president of the First Amendment Foundation, a Tallahassee-based nonprofit concerned with free speech and open government.

The group is unique in the state, Petersen said, in trying to ensure that public officials follow open-government rules they might otherwise ignore.

State attorneys rarely show interest in such cases.

In Sarasota, former Mayor Kelly Kirschner has long been a critic of Citizens for Sunshine and attorney Mogensen.

Kirschner has often spoken against the group at public meetings, warning that it seeks to make offenses out of normal local government practices that were widely accepted when he was in office from 2007 to 2011.

Their efforts are bad for local government, Kirschner said. City commissioners have sometimes stopped coming to his neighborhood meetings for fear of getting mixed up in a Sunshine violation.

Citizens for Sunshine may profess a concern for government transparency, he said, but it should be scrutinized, too. The fact that none of its members live in Sarasota irks him.

The University of Arkansas at Fort Smith also is expanding its health care curriculum with a masters degree program in health care administration. The FCRA board of trustees in February donated to the college 200 acres in both Barling and Fort Smith near Chad Colley Boulevard. The price of land around the future medical college increased 60 percent following the donation. Owen said 11 acres along Frontier Road sold for $40,000 a few months after the February announcement. Land there previously had averaged $25,000 an acre.
